Complete 08-output-templates/decision-memo-template.md with:
- a maximum six-bullet situation summary;
- one choice: proceed fully, proceed with bounded conditions, or pause;
- the evidence, opportunities, risks, conditions, and unanswered questions;
- named human decision owners and the next control checkpoint;
- a short reflection for the closing experience round.
Every material claim must cite a source ID. Separate facts, group interpretations, and leadership judgement. Open each source in a final “show the source” pass and record one AI suggestion you corrected or rejected.
