Complete 08-output-templates/staffing-plan-template.md with:
- a requirements-to-skills map;
- overbooking, coverage, and single-point-of-failure risks;
- a feasible plan A and plan B;
- decisions and approvals that remain human-owned;
- a short message to the responsible managers.
